Welcome to the Cleveland Avenue Construction Project! 

Located in the heart of downtown, Cleveland Avenue, known as Main Street, is set to undergo a transformation. With a pressing need for significant upgrades in street infrastructure, drainage systems, pedestrian amenities, and safety measures, this project aims to revitalize our downtown.

Anticipated to commence construction in late 2025 through 2026, this project is made possible through substantial grant funding. We are proud to announce that we have secured grants totaling $4,476,822.00, awarded through three distinct grant programs administered by the Colorado Department of Transportation (CDOT). By leveraging state and federal funds, with support from the Wellington Main Street Program and Safe Routes to School, we have significantly reduced the Town's matching requirement.

Trees

DeadTree 2025-09-26Many of the trees along Cleveland Avenue have been in decline in recent years. Earlier this year, the Town had an arborist onsite to evaluate the health and condition of the existing trees.

As part of the Cleveland Avenue Construction Project, the trees will be addressed and replaced. Details on this part of the project will be revealed when they are available.

How to stay current

We will provide the public with project updates as they become available. While those updates will be posted to the Town's Facebook, Instagram and NextDoor accounts, we encourage all interested residents to join the public Facebook group "Cleveland Ave. Construction Updates." 

Members of that group can be notified every time a new update is posted. Members will also have the chance to engage in a more robust community conversation about the project as compared to other avenues on social media.

Project updates

10/24/2025: Waterline work to get underway

Starting the week of October 27, the Town of Wellington Public Works Department will be conducting work that will cause a temporary water outage or low pressure for some residences and businesses on and adjacent to Cleveland Avenue.

This work is part of preliminary testing for the upcoming Cleveland Avenue Construction Project. Crews will verify waterline valve locations and ensure system records are accurate to support the project design. While the outages could be shorter, we are using a conservative two-hour window to allow for line flushing and full pressure restoration. Door notices will be posted on impacted residences and businesses at least two days in advance of the work.

The first round of this project takes place in the alley just north of Cleveland Avenue between 1st and 3rd Streets. Work will take place from 8-10 a.m. and will impact residences and businesses on north side of Cleveland Avenue and the south side of Harrison Avenue between 1st and 3rd Streets.

Any updates or changes to this planned work will be shared with the public as soon as possible. We appreciate the patience and understanding of residents and business owners as we complete this important preparatory work.

10/23/2025: Alley survey work set to begin

Survey work will begin October 23 on the alley north of Cleveland Avenue between 1st and 4th Streets, and on the alley south of Cleveland avenue between 1st and 3rd Streets. The one-man survey crew will collect information on road grade elevations and limits, above ground utilities, fencing, trash pads, driveways, and other permanent improvements — including rear entrance finish floor elevations.

The work — which will help determine future upgrades for the alleys ahead of the Cleveland Avenue Construction Project — will take 4-5 days to complete and will not impact the operation of local businesses.

Any additional information about improvements to the Cleveland Avenue alleys will be released when it is available.

5/23/2025: Parking space projection

As details from the next design phase of the Cleveland Ave. Construction Project start to come together, project officials are projecting the number of street parking spots on Cleveland Avenue to almost double — from the approximately 46 spots currently available to 91 after project upgrades are completed.

Parking will be a combination of diagonal parking and parallel parking, which aligns with feedback the Town received from residents about their Downtown parking preferences.

Additional project details will be released when they are available.

2/5/2025: Project details revealed in graphics from 60% design plan

Cleveland Avenue 60% 1With the 60% design plan completed for the upcoming Cleveland Avenue Construction Project (CACP), graphics from that plan reveal some project details — specifically the presence of a center turn lane on Cleveland Avenue and maximized parking throughout the Downtown corridor.

Participants of the CACP Town Hall hosted this past May and virtual participants who completed an online survey regarding the project both showed overwhelming support for the center lane as well as for diagonal parking for both standard and accessible spaces. Town Hall and virtual participants also listed parking as the No. 1 reason they currently avoid coming Downtown and ranked parking as the most Cleveland Avenue 60% 2important factor related to the design of Downtown.

Those preferences are directly represented in the project’s 60% design plan. The presence of the center lane will help with traffic flow while also allowing easier access to side streets. The increased Downtown parking includes more ADA-accessible parking spots as well as blocks of diagonal parking spots, which are more space efficient and easier to access for motorists.

Project organizers are currently working on the project’s 90% design plan, where even more details about the future look of Downtown Wellington will be revealed. Information about that plan will be released when it becomes available.
